Selling ARCs is not illegal, and Pango's policy is that you can't sell
unreleased
books (https://help.pangobooks.com/en/articles/5864768-what-is-pangobooks-policy-on-arcs). I totally get that there are bad actors out there, but that doesn't mean we need to police everyone acting in good faith. Especially if a book came out years ago... If it gets donated, guess what is likely to happen next: the library, used bookstore, or thrift store you donated it to is going to...SELL IT. Let's bring the hammer down on them, too, in that case! It's okay for an organization or corporation to do it, but not an individual everyday person who has had a book sitting on their shelf for months or years, a book that has long been published, a book that they themselves may have purchased used and are ready to pass on to the next reader? Chill out.
Fanfic is a different story, yes. But you don't need a report button for that—you can just contact customer service as you would now.

I just want to point out that it isn't illegal to resell ARCs but it is unethical and does go against PangoBooks rules. To that end, I would like to see a way to report any listing that goes against PangoBooks terms given how many dvd and other none book related items I have seen.
